ML Strategies Adds Senior Congressional Health Policy Advisor Rodney Whitlock as Vice President in Washington, D.C.

WASHINGTON--()--Veteran health care policy advisor Rodney Whitlock has joined ML Strategies, a wholly-owned consulting subsidiary of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C., as Vice President of Health Policy. He will be based in Washington, D.C.

Mr. Whitlock most recently served as Health Policy Director for Senator Chuck Grassley (R-IA) during the Senator’s tenure as Finance Committee Chairman. In this role, Mr. Whitlock advised on and helped advance ambitious health care legislation. He shepherded the Medicare and Medicaid Extenders Act of 2010 into law; worked on the Children’s Health Insurance Program Reauthorization Act that passed Congress twice, and was subsequently vetoed twice by President Bush; and served as lead Senate staffer for the Medicaid provisions of the Deficit Reduction Act of 2005 and the Tax Relief and Health Care Act of 2006. In addition, he was actively engaged in health care reform legislation in 2009 and 2010.

Mr. Whitlock also spent ten years in the office of the late Congressman Charlie Norwood (R-GA), working closely with the Congressman on legislation including the Patients’ Bill of Rights Act, which passed the House in 1999 and 2001.

“There are few people in Washington with more insight into the rapidly changing landscape of health care policy than Rodney,” said, Susan W. Berson, Managing Member of the Washington, D.C. office and a member of Mintz Levin’s Policy Committee. “Because of the instrumental role he has played in shaping policy and legislation affecting the entire health care and pharmaceutical industry including payors, suppliers, providers and manufacturers, Rodney will be an invaluable resource to a whole host of clients across the firm.”

“During the course of his career in the Congress, which spans more than two decades, Rodney earned the trust of Members, industry and advocates by developing and demonstrating an intimate understanding of health care policy and the willingness to work with all interests to address challenges and fund solutions,” added Senator William "Mo" Cowan, COO of ML Strategies. “Rodney had the respect of the most senior policy makers and adds additional breadth and depth to our team providing real value to our clients. We are thrilled that he has chosen to join with our already strong team.”

Mr. Whitlock will advise clients in the health, pharmaceutical and biotechnology industries, providing analysis and strategic advice on issues such as payment and reimbursement for physicians and hospitals, legislation, and rule-making.

Mr. Whitlock is a longtime instructor at George Washington University, serving in both the Department of Health Policy and the Graduate School of Political Management. He holds a Bachelor’s of Arts degree from Roanoke College, a Master’s of Arts from Appalachian State University and a Doctorate in Political Science from the University of Georgia.
