Axway (Paris:AXW), the Business Interaction Networks company, and GE Healthcare, a leading health information exchange software provider and a division of General Electric Company (NYSE: GE) announced today that the Health Information Technology Exchange of Connecticut (HITE-CT), the state designated Health Information Exchange (HIE), has selected its combined solution for HIE. The selection includes Axway’s business-to-business (B2B) architecture and GE Healthcare’s Cross-Enterprise Document Sharing (XDS) clinical Registry and Repository provider.

“The HIE will improve the quality of healthcare in Connecticut by providing up-to-date patient data where and when needed. It is a wonderful tool in all clinical situations – and in Connecticut we are very excited about the exchange of health information in care settings, where continuity of care is important and where the care transitions are high risk,” said David Gilbertson, CEO, HITE-CT.

The HIE will also provide a common platform for public health reporting, including connection to the Connecticut Immunization Registry and Tracking System (CIRTS), a statewide, computerized program established and maintained at the Connecticut Department of Public Health for the purpose of assuring timely childhood immunizations. The Registry enables doctors to track patient immunization histories, and provides an easy method for parents to share their children’s immunization histories for daycare, school and camp. Most importantly, patient immunization information will be available even if the patient moves out of Connecticut or his/her doctor retires.

The Connecticut General Assembly, alongside Connecticut Governor Jodi Rell, created HITE-CT in 2010 as a quasi-governmental agency managed by an appointed Board of Directors to coordinate and oversee HIE activities in the state. HITE-CT works with the Connecticut stakeholders to promote the development of health information technology, increase adoption and meaningful use of electronic health records, and assure the privacy and security of electronic health information. When clinical records are available at the point of care, patients receive more accurate and timely service, improved quality of clinical outcomes and care, and enhanced security of personal healthcare records.

Beginning in spring 2011, HITE-CT evaluated several HIE technology proposals and selected Axway as their HIE vendor. Axway leads a consortium of best of breed partner vendors: Axway (community management, secure messaging, B2B connectivity, automated end-point provisioning, and meaningful use tracking and data collection), GE Healthcare (IHE XDS clinical Document Registry and Repository), NextGate (IHE Healthcare Provider Directory and IHE patient Identity Cross-Reference Manager) and CA Technologies (single sign-on security).

"As healthcare IT scales to support HIEs, a spotlight has been placed on the four pillars of IT infrastructure: authentication, secure email with attachments, managed file transfer and business-to-business interactions,” said Ruby Raley, director, healthcare solutions, Axway. “The Axway HIE platform enables safe and secure movement of data from the people and systems creating health records, to the people and systems that need access to them.”

GE Healthcare’s eHealth Community Desktop is a framework for delivering clinical applications built on top of a connected healthcare community. Its foundation is a portal technology that provides clinicians a web-based, simple way to view patient data from an HIE. As a strong technology partner, GE Healthcare supports HITE-CT’s goals to establish a technology platform that supports accountable care, improves patient experience and enhances provider relationships.

“We’re thrilled to be part of this project and to have such an instrumental role in connecting Connecticut patients, physicians and providers,” said Michael Simpson, vice president and general manager, GE Healthcare IT.
