Jackson Hewitt Tax Service® Highlights New Evidence that Tax Preparers Are the Key to Obamacare Enrollment Success
PARSIPPANY, N.J.--(BUSINESS WIRE)--A new study published today in Health Affairs reveals new evidence that the tax filing season is the best time to sign up for health coverage under the ACA. Research by Katherine Swartz (Harvard University) and John Graves (Vanderbilt University) offers strong evidence for why the ACA open enrollment period should be changed to align with the tax season. Currently, premium assistance tax credit eligible Americans only have until February 15 to apply.
“We have always been convinced that tax filing is the key to helping folks buy health coverage under the ACA”
The study evaluates the misalignment of low income financial calendars and the open enrollment period – as well as the impact that financial stress has on purchasing decisions. The authors conclude that holding open enrollment during Holiday time may lead to both lower enrollment and poorer decision-making about what plans offer the best value. As an alternative, the authors suggest that aligning the open enrollment period with the tax filing season may resolve these problems.
“We have always been convinced that tax filing is the key to helping folks buy health coverage under the ACA,” said George Brandes, vice president for Health Care Programs at Jackson Hewitt Tax Service Inc. “This new evidence shows that not only would tax time enable more people to sign up, it’s also a time of lower financial stress, so people can make better decisions about what kind of coverage to buy.”
In the 2014 tax season, Jackson Hewitt Tax Service® partnered with Getinsured, a leading private health insurance exchange, to offer customers free, in‐person help to get enrolled in new health insurance options under the Affordable Care Act. The partnership enabled customers in all 50 states and the District of Columbia to apply quickly and easily for the premium assistance tax credit and find the right health plan for their needs. Jackson Hewitt® plans to continue this assistance, as well as application assistance to Medicaid eligible customers, in future tax seasons.
“The last enrollment period extensions clearly demonstrate that the Administration has the flexibility it needs to change the open enrollment period. Our hope is that mounting evidence like that from this study and other voices such as Families USA, will help federal policymakers see the strong connection between enrollment success and tax filing,” said Brandes.
