KBRA Appoints Rebecca Ebert as Global Head of Regulatory and Government Affairs

NEW YORK--(BUSINESS WIRE)--KBRA, a global full-service credit rating agency, today announced the appointment of Rebecca Ebert as Global Head of Regulatory and Government Affairs. In this newly established leadership role, Rebecca will oversee KBRA’s global regulatory strategy and government relations, focusing on expanding international regulatory approvals and strengthening public policy engagement to support long-term business growth.

Rebecca joined KBRA in 2017 and most recently served as Deputy General Counsel, where she played an instrumental role in advising on legal and regulatory matters across the firm. She has been integral to KBRA’s growth and market positioning, offering strategic counsel and navigating complex global regulatory environments. In her new role, she will drive initiatives to support continued expansion, facilitate access to new markets, and reinforce KBRA’s engagement with policymakers and regulators worldwide.

The formation of this newly integrated Regulatory and Government Affairs function unites KBRA’s regulatory and policy workstreams under a single leadership structure. Team members reporting to Rebecca will include:

  • Ryan Mensing, Associate General Counsel, who has been a vital member of KBRA’s regulatory engagement team since joining in 2024. He brings over two decades of experience in regulatory affairs and government relations from roles at MSCI, Moody’s, and in private practice. Since joining KBRA, Ryan has played a critical role in managing regulatory submissions and cultivating relationships with key stakeholders in the U.S. and abroad. His expertise will remain essential as KBRA pursues new approvals and expands its global regulatory posture.
  • Emilie Nadler, Senior Director, joined KBRA in 2018 and has since concentrated on government relations and public policy outreach, with a particular emphasis on insurance. Leveraging her public policy experience, she will continue to lead government affairs initiatives as part of the broader integrated strategy under Rebecca’s direction.
  • Alexandria Scott, Assistant General Counsel, who joined KBRA earlier this year in the London office. She brings extensive financial services experience, most recently at Interactive Brokers, where she provided strategic guidance on regulatory matters. At KBRA, she will continue to focus on regulatory affairs, with an emphasis on European and UK initiatives.

Rebecca will report to Kate Kennedy, Chief Corporate Strategy Officer at KBRA.
