US Army Awards Octo $5 Million Contract to Modernize Enhanced Military Health Records

Octo to help develop a tactical medical information system that will streamline medical logistics and create greater situational awareness both in combat and at home

TYSONS CORNER, Va.--()--Octo Consulting Group, Inc. (Octo), an award-winning provider of mission critical technology and digital services to the Federal marketplace, has been selected by the U.S. Army’s Medical Communications for Combat Casualty Care (MC4) Product Management Office (PMO) to help the Army modernize its military health records system. The MC4 Product Director reports directly to the Army's Integrated Pay and Personnel Systems Program Office (IPPS-A).

Under the multi-year, firm-fixed price contract, Octo will play a crucial role in helping the Army ensure that military service members have secure, accessible, and more importantly, lifelong electronic medical records (EMR). MC4 is a (semi-) ruggedized system-of-systems containing medical software packages fielded to operational medical forces worldwide. The system enables health care providers to be better informed and ensure that service members can easily access the Department of Veterans Affairs (VA) medical benefits.

“As a nation, we ask great sacrifices from our service members, it is our duty to provide these brave women and men with a modern health system that will ensure the utmost medical care,” said Mehul Sanghani, Chief Executive Officer, Octo. “We are honored to work hand in hand with the U.S. Army to support a critical health IT system that ensures the level of care that matches our service members commitment. For over nine years, Octo has provided unwavering support for the Army and other federal agencies counseling, developing and implementing innovative IT systems, and we look forward to providing the digital services needed to take the military health system into the future.”

In addition to supporting the Army’s MC4 PMO operations, Octo will provide knowledge management, strategic communication planning and outreach, web properties support, acquisition management, program management and business process improvement.

Modernizing any IT system, much less a global health IT system, requires a team with acute consultative capabilities, deep technical expertise and a clear understanding of the MC4 mission,” said Matthew Maier, Product Director, U.S. Army MC4. “The Octo Team demonstrated a clear understanding of the tasks and environment and has exceptional past performance across the PEO-EIS Program portfolio. They will be a crucial partner in sustaining and maintaining the next generation health system for our service members.”

Octo has supported the U.S. Army PEO-EIS since 2008, providing acquisition, business architecture, systems engineering, knowledge management, strategic communications and program management services. Octo also supports other Health IT programs across the Federal government, including Veterans Affairs (VA), Health and Human Services (HHS), Centers for Disease Control (CDC), Occupational Health and Safety Agency (OSHA), and the National Institutes of Health (NIH).

The contract has a three-year period of performance, with one nine-month base period and two 12-month option periods.
