Carlos A. Otal to lead Grant Thornton’s Global Public Sector

ALEXANDRIA, Va.--()--Grant Thornton LLP named Carlos A. Otal managing partner of its Global Public Sector (GPS).

Currently, Otal serves as managing partner for Grant Thornton’s GPS Financial Management Advisory and Audit Services, where he has led the growth of the firm’s financial management consulting and assurance offerings to federal, state, local and international governments. Otal succeeds Srikant K. Sastry, who became the national managing principal of Grant Thornton’s Advisory Services earlier this year. In his new role, Otal will serve on the firm’s National Leadership Team.

Otal has nearly 25 years of experience spanning the full range of management improvement services — from internal and financial statement auditing to organizational and process improvement to the assessment and implementation of enterprise systems. This includes program management, strategy, acquisition and business model development for clients installing enterprise solutions, implementing large-scale commercial off-the-shelf software, or migrating to a shared service provider. Since joining Grant Thornton in 2005, he has led a successful array of financial management and systems engagements for a wide variety of clients, including the U.S. Departments of the Treasury, Energy and Defense, as well as the U.S. Social Security Administration, U.S. Office of Personnel Management and the state of California.

Otal is a leader in the development and execution of the annual Association of Government Accountants (AGA) Federal Financial Systems Summit and was a principal contributor to AGA’s Research Report No. 31: Government-wide Financial Reporting. The report documented progress made in federal financial management and reporting, and made substantive recommendations for compiling the federal government’s audited financial statements.

Prior to joining the firm, Otal was a senior industry executive with Oracle Corporation’s (formerly PeopleSoft Inc.’s) Public Sector group, focusing on the promotion and advancement of enterprise application solutions for the federal government. Previously, he was an associate partner and senior manager with IBM Business Consulting Services and PricewaterhouseCoopers LLP, respectively.

A certified public accountant, Otal earned a bachelor’s degree in accounting from Virginia Polytechnic Institute and State University and a certificate in project management from The George Washington University. He is a member of the AGA, the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants.
