Several countries have invested heavily in the promotion of ICT services, whether through the direct provision of infrastructure (as in Ethiopia, for instance) or the establishment of partnerships with key providers (such as Google).

The ability to support the provision of financial services, healthcare, and utility services (such as water and electricity) is driving many of the initiatives as it is more cost-effective to manage these services on the Internet than to use traditional channels. Governments can already be seen investing in free public Wi-Fi services; zero-rated data for particular applications is becoming more widespread.

2015 will see more African governments driving the roll-out of telecommunications infrastructure, particularly in the form of public Wi-Fi services.
