Stradley Ronon Continues Washington Office Growth with Hiring of Prominent Energy Lawyer

Former Exelon Assistant GC is Second Major Lateral Hire for Firm This Month

WASHINGTON--()--Stradley Ronon announced today that prominent energy lawyer Joseph E. Donovan, who was most recently assistant general counsel at Exelon Corporation, has joined the firm as a partner in its Washington, D.C., office. He is Stradley Ronon’s second major lateral hiring in Washington this month, joining the firm on the heels of former Steptoe & Johnson securities litigation and enforcement practice group chair Jeffrey E. McFadden.

Donovan has close to 20 years of experience representing utility companies in complex regulatory advocacy, litigation and transactional support. Throughout his career, Donovan has repeatedly appeared before energy regulatory agencies on behalf of his clients, including the Federal Energy Regulatory Commission (FERC), Department of Justice, Federal Communications Commission and more than 30 different state public utility commissions. While at Exelon, one of the nation’s largest integrated energy companies, he directed FERC and state regulatory advocacy matters in the New England, New York and Southeast regions. Donovan also created and implemented litigation and outreach strategies related to state utility commission and FERC proceedings and Office of Enforcement investigations, and was responsible for overseeing and implementing compliance and risk mitigation strategies.

“Joe’s hiring is a critical part of the firm’s strategic plan to add accomplished lateral hires who have deep experience in the specific areas in which our clients need counsel,” said Stradley Ronon Chairman William R. Sasso. “As the energy industry continues to grow in the mid-Atlantic, we are growing right along with it, increasing our offerings to meet the demand for sophisticated, high-quality legal service at competitive rates.”

“Stradley Ronon’s energy and environmental practice is a focused group of professionals that is known for representing leading energy firms, utilities, project developers, and large commercial and industrial end-use customers,” said Donovan. “I am proud to join the firm as it continues to expand its services and geographic footprint, and look forward to continuing to build a broad, sophisticated energy practice here.”

Before joining Exelon, Donovan was senior counsel with Constellation Energy, which merged with Exelon in 2012. Prior to moving in-house, he practiced with two large firms in Chicago, focusing on energy and public utility regulatory work. He was listed in Chambers USA: America’s Leading Lawyers for Business in the area of Illinois telecommunications and regulatory law for three consecutive years.

“Joe’s background is a great fit for our Washington office, which is home to a number of successful practitioners who have come to us from high-level in-house positions, Am Law 100 firms and government agencies,” said Alison M. Fuller, partner-in-charge of Stradley Ronon’s Washington, D.C., office. “His regulatory experience, particularly in FERC matters, make him a valuable asset for our clients who are looking to navigate the complex and ever-changing landscape of energy regulation.”

Donovan received his J.D. from Washburn University School of Law in Topeka, Kansas, and his B.A. from Washburn University.
