Scarce microeconomic data make economic projections difficult. According to the Economist Intelligence Unit (EIU), the government is expected to tackle the economic slowdown and improve relations with the USA, if that is possible. Bilateral relations between the USA and Cuba have increased since Barack Obama took office as US President in January 2009. Obama has moved to ease travel restrictions and remittances to Cuba but not the trade embargo. In September 2009, the USA opted to extend the embargo for another year. Spain has also tried to improve EU-Cuban relations. GDP growth will be moderate between 2010 and 2015, but is expected to increase in the long term.
Cuba has a relatively strong domestic pharmaceutical and biotechnological industry, which responds to the needs of the population and export opportunities. Domestic production accounts for between 80% and 90% of the market, the remainder being imports. Cuba develops leading vaccines and drugs to treat HIV/AIDS, circulatory diseases and cancer. These are of interest particularly to many developing countries in search of cheap generics or technology transfer. Cuba also undertakes a high number of clinical trials; 24 anti-cancer biotech products were being trialled in June 2009.
QUIMEFAs enterprise production programme 2007-2012 includes 73 products of which 31 substitute imports. Domestic production concentrates on generic pharmaceuticals and vaccines. Production is GMP compliant, and selected pharmaceuticals meet bioequivalence standards. Economically, medical and pharmaceutical services remain priority export sectors. Three new technologically advanced plants opened in 2008, producing ampoules, injectables and non-freon gas aerosols with other new plants planned for unguents & creams, injectable solutions and serums.
