Renewable Policy Initiatives in the Philippines
The Philippines is emerging as a producer of green and renewable energy sources in south east Asia. The country possesses 4,531 MW, 13,097 MW, 76,600 MW and 277 million barrels of fuel oil equivalent (Mbfoe) per year of geothermal, hydro (large and small), wind and biopower potential respectively. The Philippines has taken various initiatives such as Geothermal Law (PD 1442), Mini-hydro Law (RA 7156) and the Biofuels Act (RA 9367) to develop geothermal, mini hydro and biofuels in the country. The governments geothermal initiatives coupled with high geothermal resource potential helped the Philippines to emerge as the second largest geothermal power producer globally. On the other hand until 2008 the government had not taken initiatives to develop wind, solar PV and biopower in the country. In 2008 the Philippines introduced the Renewable Energy Act. The Acts IRR (Implementation of Rules and Regulations) implementation became effective on June 12, 2009 and has been offering various incentives to wind, solar PV and biopower which will increase the renewable energy mix in the country energy portfolio in the near future.
Renewable Energy Grants Scenario Under the American Recovery and Reinvestment Act (ARRA) of 2009
The grants are the part of the American Recovery and Reinvestment Act which came into law on 19th February, 2009. The Section 1603 cash grant program was started in July 2009 when it began to accept applications for providing grants to projects in various sectors across the US. Since that time, this program has awarded around $2.9 billion grants (till 30th October, 2010) to 750 renewable energy projects. As on October 2010, wind power received 84.5% of the total grants awarded to renewable energy sector. Besides renewable technologies, such as solar PV, geothermal and biomass, were awarded 6.2%, 5.3% and 2.5% of the total renewable energy grants spent, respectively. Other renewable technologies including, solar thermal electric, hydropower, geothermal heat pump, solar heat and hot water and combined heat and power, cumulatively accounts for 1.5% of the total grants awarded to renewable energy projects. The grant program has helped adding more than 4,430 MW of renewable installed capacity in the US. Some of the major grant programs under the ARRA are Tennessee's Solar Installation Grant Program, New York State Energy Plan Program, MassCEC - Commonwealth Wind Incentive Program - Community-Scale Wind Initiative and DCED - Solar Energy Incentives Program.
