Algerias mobile market exceeded all expectations when it continued to grow by around 200% four years in a row and soared past the 80% penetration mark. As the subscriber growth curve begins to flatten, attention is shifting to maintaining or improving average revenue per user which has continued to decline under intensifying price competition between the three networks: Algerie Telecoms Mobilis, Orascoms Djezzy, and Wataniyas Nedjma. The operators have entered the underdeveloped Internet market by launching basic mobile data services, but the licensing of third generation (3G) spectrum is being delayed, which makes it difficult for them to fully compete in the broadband sector. At its advanced penetration rate, the Algerian market can serve as a model for other African markets where subscriber growth is approaching saturation and operators are trying to reverse the downward trend in ARPU.

Mobile telephony was first introduced in Algeria in 1991 when the Ministry of Posts and Telecommunication (MPT) launched an analogue AMPS network, followed in 1999 by a GSM 900 network under the brand name Mobilis which is now operated by Algeria Telecom (AT).

The market was opened to competition in July 2001, when Orascom Telecom (OT) of Egypt was awarded the countrys second GSM licence. Its network (Djezzy GSM) subsequently launched in February 2002.

In keeping with the governments intention to make the telecom sector more competitive, a third mobile licence was issued to Kuwaits Wataniya Telecom in December 2003 and the company launched commercial service in August 2004 under the brand name Nedjma.

Algerias telecoms regulator, ARPT, has announced that the licensing of a fourth operator is not planned.

At around 80% penetration, the market is approaching saturation. ARPU has fallen as the operators compete for market share with low prices and free calls. They have entered the Internet market by offering access via mobile data services such as General Packet Radio Service (GPRS) and Enhanced Data for GSM Evolution (EDGE), but 3G services have not yet been licensed except for ATs CDMA-2000 1x EV-DO service. The other operators have installed 3G trial systems and have begun to upgrade their core networks in preparation for 3G.
