Administrative decisions of government agencies are a fact of present day life and the general public is confronted with them all the time. Therefore legal quality of administrative decisions matters to people. It is in the interest of the individual person and the general public if agencies produce legally proper decisions right away. Correctional court procedures are cumbersome and costly, both to the individual objector and to the tax payer. The collection draws on the combined research experience of a group of Dutch scholars in public law and public administration. Thus the topic is examined from a variety of angles and perspectives. Some of the papers deal with basic questions such as: what could be the meaning of the concept of legal quality? And how can it be applied when assessing administrative decision making? Other essays are about conditions for enhancing legal quality, both in public law and in public organizations. Also included are some topical studies that present specific issues in legal quality of administrative decision making.

About the Authors:

Kars de Graaf (1976) holds a law degree from the University of Groningen. He gained his doctorate in law in 2004 on a thesis dealing with the legal status of mediation in administrative law. At present he is an assistant professor with the department of administrative law and public administration of the University of Groningen. His main research interests are in the areas of administrative procedural law and in environmental law

Bert Marseille (1961) acquired a master’s degree in sociology and in a master’s degree in legal public administration, both in 1988 at the University of Groningen. He gained his doctorate in 1993, defending a dissertation on the predictability of administrative behaviour. He was a court clerk until 1999 and gained an LLM degree in 2000. In 1999 he the staff of the department of administrative law and public administration of the University of Groningen. His present position is associate professor (senior lecturer). His main scholarly interests are in the field of litigation. legal protection and court procedure.

Ko de Ridder (1949) has a bachelor’s degree in political science and a master’s degree in public administration, both from the Free University in Amsterdam and a doctorate degree in law from the University of Groningen. He has been on the staff of he department of administrative law and public administration of the University of Groningen since 1982. His present position is VIDE professor of governance. His main research interests are in the area of public organization, public management and governance structure. He taught courses at the University of Western Ontario and at Central Michigan University.

Jan H. Jans (1956) as from 2006 is professor of administrative law at the University of Groningen. Previously he held a chair in European Law at the University of Amsterdam. He published widely in the areas of European law, European administrative law, European environmental law and Dutch public law. He is a member of the editing board of a number of journals, including Journal of Environmental Law, Legal Issues of Economic Integration , Journal for European Environmental & Planning Law (JEEPL) en The Columbia Journal of European Law. He is a member of the Board of Directors of the IUCN Academy of Environm ental Law and of the Avosetta Group of European Environmental Lawyers.
