Heated tobacco consumables are regulated under the wider tobacco regime. The Tobacco Business Law defines tobacco products as those entirely or partially made of tobacco leaves and made for smoking, chewing or sniffing. Oral tobacco
Oral tobacco is regulated as any other tobacco-containing product in terms of product restrictions. Nicotine pouches
Nicotine pouches are a pharmaceutical product and must obtain a pharmaceutical licence, as stipulated in the Pharmaceutical Affairs Act. However, imports for personal use are allowed.

Heated tobacco
- Heated tobacco must not be sold to anyone under 20, under the Tobacco Business Law.
Oral tobacco
- The Tobacco Business Law prohibits the sale of tobacco by minors, which in Japan means anyone under 20.
Nicotine pouches
- Sales of nicotine pouches, being a pharmaceutical product, are not subject to age restrictions.
