Esri's Web-Based Redistricting Solution to Be Used by Colorado

Esri Redistricting Brings Data and Transparency to Governments and Residents Redrawing District Boundaries

REDLANDS, Calif.--(BUSINESS WIRE)--Esri, the global leader in location intelligence, announced the latest release of Esri Redistricting and its adoption by the State of Colorado. The solution provides legislatures at the state and local level with the flexibility to create open and transparent processes while also enabling the public's ability to contribute.

With more attention being paid to gerrymandering—the process by which legislatures redraw district boundaries to achieve political advantages—there has been increasing public demand for more transparency into the redistricting process.

"We want our data and software to be open, and to engage the people who will be affected by these decisions," said Jessika Shipley, staff director for the Colorado Independent Redistricting Commissions, which recently implemented the tool. "By using Esri Redistricting, we seek to engage community leaders and learn about their interests early in the process so we can take them into account when we are drawing plans for district boundaries."

Esri Redistricting provides comprehensive features and functionality that guide users through the redistricting workflow, from plan creation to public involvement and review. The solution enables the creation of compliant plans, using a collaborative workflow that includes participation from the community.

Empowering users with 2020 US Census public law data, Esri Redistricting includes local basemaps, demographics, streets, and imagery to provide a visual context to the redistricting process. Plans can be shared privately or publicly within the security of the solution. It also allows users and groups to be managed, with the capability to control who edits, comments, or only views the plans.

"The challenge for most legislatures is the tremendously detailed data that redistricting is based on and their ability to share that information with the general public," said Richard Leadbeater, Esri state/provincial government industry solutions manager. "Utilizing an enterprise approach to the redistricting process enables increased public participation. And delivering that process through a web browser makes the same data and tools that are accessible to professionals available to the public for a more transparent process."
