KBRA Assigns Preliminary Ratings to CF 2019-CF3

NEW YORK--()--Kroll Bond Rating Agency (KBRA) is pleased to announce the assignment of preliminary ratings to 16 classes of CF 2019-CF3 (see ratings list below), a $789.1 million CMBS conduit transaction collateralized by 48 commercial mortgage loans secured by 67 properties.

The collateral properties are located in 20 states, with the top three states represented by California (19.7%), New York (14.7%), and Maryland (10.9%). The pool has exposure to all the major property types, with the top three being office (34.6%), multifamily (27.4%), and retail (12.4%). The loans have principal balances ranging from $2.1 million to $60.8 million for the largest loan in the pool, Parklawn Building (7.7%), which is secured by a 1.3 million sf, Class-A, office building located in the Rockville, Maryland, approximately 18 miles northwest of Washington DC. The five largest loans, which also include Century Plaza Towers (6.3%), Meridian Pointe Apartments (6.3%), AVR Renaissance Atlanta Airport Gateway (6.1%), and DC Mixed Use Portfolio VI (4.3%), represent 30.7% of the initial pool balance, while the top 10 loans represent 47.8%.

KBRA’s analysis of the transaction incorporated our multi-borrower rating process that begins with our analysts' evaluation of the underlying collateral properties' financial and operating performance, which determine KBRA’s estimate of sustainable net cash flow (KNCF) and KBRA value using our U.S. CMBS Property Evaluation Methodology. On an aggregate basis, KNCF was 5.5% less than the issuer cash flow. KBRA capitalization rates were applied to each asset’s KNCF to derive values that were, on an aggregate basis, 42.8% less than third party appraisal values. The pool has an in-trust KLTV of 95.5% and an all-in KLTV of 102.8%. The model deploys rent and occupancy stresses, probability of default regressions, and loss given default calculations to determine losses for each collateral loan that are then used to assign our credit ratings.
