Former VA Information Technology Executive Ricci Mulligan joins Grant Thornton

ARLINGTON, Va.--()--Ricci L. Mulligan has joined Grant Thornton LLP’s Public Sector Healthcare practice as a director. She will support Grant Thornton’s work with the U.S. Department of Veterans Affairs (VA) and clients across the public sector healthcare space.

Mulligan has more than 37 years of combined civilian and military service. Most recently, she served as Senior Technical Director for Leidos Health Group. Before that, she was Acting Principal Deputy Assistant Secretary for the Office of Information and Technology (OI&T) with the Department of Veterans Affairs, responsible for managing resources and aligning the business and mission in support of VA’s ongoing transformation efforts.

“Ricci brings extensive experience in interoperability solutions, security, data analytics, information technology and program management in the healthcare industry to our team,” said Sharif Ambrose, managing principal of the Public Sector Healthcare practice for Grant Thornton. “Her background in electronic health records and other enterprise modernization initiatives will be critical to our continuing work and enablement of mission achievement with the VA.”

Previously, Mulligan was Executive Director of IT Budget and Finance, overseeing the preparation, development and analysis of the budget for VA IT initiatives across the department. She also served as Deputy Chief Financial Officer for OI&T. Before her tenure with the VA, Mulligan was Assistant Director, Office of Resource Management, Federal Protective Service, Department of Homeland Security.

Mulligan is a retired United States Army Intelligence professional, serving honorably from 1978 until 1999. She received the prestigious Legion of Merit in recognition of exceptional conduct and achievements during her military career. She completed a range of assignments, from overseeing signals intelligence missions covering Bosnia, deploying to Somalia, to developing Army intelligence systems as deputy business manager for Program Intelligence and Effects.

Mulligan received a bachelor’s degree in business management from the University of Maryland and a master’s degree in public administration from Troy State University.
