Mr. Bullock reports to AmeriHealth Caritas Chairman and Chief Executive Officer Paul A. Tufano, and is responsible for Corporate Compliance, Enterprise Risk Management, Internal Auditing, Human Resources, Corporate Communications, and Business Process Improvement and Planning.

Prior to joining AmeriHealth Caritas, Mr. Bullock served as Senior Vice President for Advocacy and General Counsel for Mercy Health System since 1994. There, he provided strategic legal counsel as well as compliance and advocacy guidance while overseeing government affairs and risk management. As part of his role at Mercy Health System, Mr. Bullock served on the Board of Directors of what was formerly AmeriHealth Mercy when Mercy Health System was an owner of the company. He also previously served as General Counsel for Greater Atlantic Health Service, Associate Counsel for Graduate Health System and worked on corporate, finance and health care matters as an associate at Mylotte David & Fitzpatrick.
In addition to his professional experience, Mr. Bullock has long been active in the Philadelphia-area community, including key leadership roles for the Urban Affairs Coalition and Merion Mercy Academy, former chair of the Radnor Township Board of Health, and a member of Pennsylvania Governor-elect Tom Wolf’s Human Services Department Transition Committee. He earned a Juris Doctor from Catholic University of America and a Bachelor of Arts degree from Villanova University, where he currently teaches as an adjunct professor.
