WASHINGTON--(BUSINESS WIRE)--Voice Communication Exchange Committee (VCXC) convenes the Advisory Committee on Advanced Telecommunications Services (ACATS) to address HD voice interoperability. Convening the new ACATS as an industry driven initiative follows the model of the HDTV Advisory Committee on Advanced Television Service. The Federal Communication Commission already issued a public notice for comments on the VCXC petition requesting a Notice of Inquiry on HD voice migration in April 2014. VCXC launched the HDN Phase II Trial in August 2014 to provide participating companies direct experience in addressing HD voice interoperability.
The CEOs of participating network operators serve on the new ACATS steering committee and support subject matter experts serving on subcommittees addressing specific interoperability and deployment issues.
The expanding deployment of HD voice includes announcements from all major operators in 2014. VCXC estimates the IP transition already generated a population of 70 million HD enabled wired or wireless phones, but there currently exists no HD voice calling interoperability between operators.
"The initial invitation to 30 leading network operators emphasizes the benefits of HD voice as the basis for an IP transition charm offensive," said Daniel Berninger, founder, VCXC. "The enthusiastic support of the communicating public will help speed resolution of technology and policy questions raised by the IP transition."
"Many people point to the success of HDTV as a useful example of a large scale technology transition," said Richard Wiley, Chairman, Wiley Rein LLC. "I welcome the opportunity to help apply the lessons learned from the Advisory Committee on Advanced Television Service in the context of HD voice."

VCXC - Voice Communication Exchange Committee - seeks to speed the completion of the IP transition by 2018. VCXC started the clock on the six year project at the IP Transition as Grand Challenge event in June 2012 and outlined the case for interoperability via a request for an HD Voice Migration Notice of Inquiry filed with the FCC in February 2014. VCXC operates the HDN Phase I and Phase II proof-of-concept technology trial as an HD voice learn by doing opportunity for participating network operators.
