Mintz Levin Bolsters Health Care Antitrust Capabilities with Addition of Former Department of Justice Trial Attorney Dionne Lomax

WASHINGTON--()--Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. is expanding its Antitrust Section with the addition of Dionne Lomax, a former trial attorney at the U.S. Department of Justice Antitrust Division. Ms. Lomax, who most recently was a partner at Vinson & Elkins, joins as a Member based in Mintz Levin’s Washington, D.C. office.

With an extensive background in antitrust and trade regulation law, with a particularly strong emphasis in the health care, medical device and pharmaceutical industries, Ms. Lomax has represented clients before the U.S. Department of Justice and the Federal Trade Commission (FTC) in connection with mergers and acquisitions, joint ventures and other commercial engagements. She counsels and represents clients engaged in litigation, international mergers and premerger notification filings.

Ms. Lomax’s extensive health antitrust experience includes: representing a national pharmaceutical distributor before the FTC in a successful $13 billion acquisition; representing a national health system before the Pennsylvania State Attorney General resulting in a successful $100 million acquisition; representing an administrator of Medicaid dental programs before the FTC in a successful $95 million transaction; providing antitrust advice to a national pharmaceutical company and medical device manufacturer in connection with a competitive collaboration; representing a large multi-specialty physician group regarding the structure and operation of various joint ventures and related antitrust issues; and representing two major medical associations before the Fifth Circuit in connection with price fixing and clinical integration issues.

In addition to representing clients in the health care, medical device and pharmaceutical industries, Ms. Lomax has represented and advised clients in a number of other industries including energy, technology and food manufacturing.

During her tenure at the U.S. Department of Justice, Ms. Lomax conducted a variety of civil merger and non-merger investigations. Her practice included reviewing Hart-Scott-Rodino filings; conducting witness interviews and depositions, drafting Second Requests and subpoenas, developing case strategies, and preparing cases for trial.

Ms. Lomax received a J.D. from the University of Pennsylvania Law School and graduated summa cum laude with a B.B.A. in Finance from Howard University. She is a Member of the American Bar Association, Antitrust Section, Health Care Committee, and serves on the boards of several philanthropic organizations, including The Legal Aid Society of the District of Columbia and Dress for Success Washington, D.C.
