Balfour Beatty Communities Receives Additional Funding for Expansion Phase at its Fort Bliss Project

Need for additional family housing at Fort Bliss grows as base transitions to a forces command installation

NEWTOWN SQUARE, Pa.--()--Balfour Beatty Communities, LLC announced today that its Fort Bliss military housing privatization project with the U.S. Department of the Army has received an additional $48.2 million in funding from the Army for an expansion phase covering the development and new construction of an additional 202 townhomes. Balfour Beatty Communities will oversee the design, construction, and overall management, maintenance and operational responsibilities for the new housing units, which are expected to be completed in 2012.

Balfour Beatty Communities took over family housing at Fort Bliss in July 2005. As a result of the 2005 Base Realignment and Closure (BRAC) legislation and the Grow The Army (GTA) initiative, there has been a significant increase in the military strength at Fort Bliss, as the installation transforms from being primarily focused on training to becoming a forces command installation, which has led to an increase in the need for family housing. Consequently, the Army’s requirement has initially increased from 3,203 units to 3,405 units.

The 202 newly constructed townhomes will be designated for Junior Enlisted (JENL) and Junior Non-Commissioned Officer (JNCO) ranks and their families. The new units will consist of two story, four-plex arrangements, and one story duplex handicapped accessible units. Design and appearance will resemble the recently constructed single family homes under the Company’s existing Fort Bliss project. Additional amenities for the service members and their families will include two playground areas, a basketball court and a large gazebo.

One key element in sustainable neighborhood development is density, which equates to less material use and encourages residents to make use of alternative forms of transportation. The ‘walkable’ community will feature central pedestrian corridors and outdoor open spaces, as well as housing located in close proximity to the workplace. We hope that these efforts will promote walking and reduce dependence on the automobile.”
