While IBM's Rational Application developer achieved the highest score across the entire range of categories, Borland's JBuilder was ranked best for compiler/interpreter, debugger, profiler/optimizer, compiler performance, and performance of resulting apps. Visual Studio.NET, which is the most used IDE, had the best libraries/frameworks, while the fast growing open source Eclipse IDE had the best ability to integrate third party tools.
