PNM Requests Information from Potential Vendors for Project to Address Compliance with Federal Rule
ALBUQUERQUE, N.M.--(BUSINESS WIRE)--PNM, a subsidiary of PNM Resources (NYSE: PNM), issued a request for information (RFI) today from vendors interested in submitting proposals to install a nitrogen oxide-reducing technology and convert to balance draft operation on Units 1 and 4 of its San Juan Generating Station.
The RFI request will be used to narrow the list of potential vendors to those that will be asked to submit proposals. The contractor ultimately selected through this process will provide all management, supervision, labor, tools, construction equipment and specified materials to install selective non-catalytic reduction (SNCR) and balanced draft equipment on San Juan Units 1 and 4. Work is to be performed during both unit operations and unit outages. Average manpower levels are estimated at 75 to 150, and peak manpower is estimated at 250 to 300.
SNCR technology is part of a non-binding agreement among PNM, the N.M. Environment Department and the U.S. Environmental Protection Agency for San Juan to meet the federal regional haze rule. The agreement calls for installation of SNCR by early 2016 and retirement of Units 2 and 3 by the end of 2017.
While the agreement still requires final approval from the EPA and the N.M. Public Regulation Commission, PNM has begun preliminary identification of vendors to keep compliance on schedule. The estimated duration of the work is 12 months. EPA currently is considering the proposal and is expected to issue a decision by September 2014. Parts of the proposal that require N.M. Public Regulation Commission approval were submitted in December 2013.
