Thompson Hine Formalizes Government Contracts Practice in Washington with Four Senior Lawyers

Thomas O. Mason and Francis E. “Chip” Purcell, Jr. Join the Firm as Partners

WASHINGTON--()--Thompson Hine LLP is pleased to announce it has consolidated its government contracts capabilities with a Government Contracts practice centered in the firm’s Washington, D.C. office and adding two partners and a senior counsel. Joining the firm from Cooley LLP are Thomas O. Mason, who will lead the practice, Francis E. “Chip” Purcell Jr. and Raymond C. McCann. Mason was chair of Cooley’s Government Contracts practice and previously led the same practice at Williams Mullen. Purcell is past president of the Board of Contract Appeals Bar Association. McCann has extensive in-house federal government contracts experience, most recently serving as associate general counsel at Qwest Government Services, Inc. (a CenturyLink company).

Deborah Z. Read, Thompson Hine’s firmwide managing partner noted, “We have been conducting high-level government contracts work throughout the firm in a number of areas and recognized the benefits of formalizing the practice under Tom Mason’s leadership. Tom is an extremely experienced government contracts lawyer with an impressive track-record, and his philosophy on transparency and efficiency is a perfect fit for Thompson Hine.”

Also joining the team is Joseph R. Berger, an experienced practitioner who practiced in the government contracts area at Dickstein Shapiro LLP for more than 10 years and was a clerk at the U.S. Court of Federal Claims.

“Thompson Hine’s focus on providing clients with maximum value, efficiency and predictability was a big draw for me,” said Mason. “Thompson Hine, with its SmartPaTH® program, is on the cutting edge of law practice management, which, when coupled with our government contracts experience, will better serve our clients.”

The team brings a “cradle to grave” approach to the practice of government contracts law, covering all types of government contract-related issues, from proposals and award through contract performance, dispute resolution and close-out. The team provides legal and practical advice to companies of all sizes in many industries including defense, telecommunications, health care and life sciences, energy, logistics, construction and real estate, manufacturing, federal research, security, information services, cloud computing and technology. The group has led many internal investigation teams focusing on government contract compliance issues and has represented clients before agency suspension and debarment officials. The group members also have extensive trial and appellate litigation experience related to both commercial and government contracts investigation and litigation, including civil false claims, cost accounting, intellectual property issues and handling bid protests.

“Our new colleagues bring a wide-ranging wealth of government contracts knowledge and experience to Thompson Hine,” said Washington office partner-in-charge David A. Wilson. He added, “We had been looking for the right group for some time now, and we know that our clients will benefit tremendously from this top-notch government contracts practice as we enhance the services we offer in key areas.”
