Leading Antitrust Authority Howard Shelanski Returns to Davis Polk

WASHINGTON--()--Davis Polk today announced that Howard A. Shelanski will join the firm as partner in the Antitrust and Competition Group in Washington DC. Mr. Shelanski is one of the nation’s leading antitrust authorities, with high-level experience at the Federal Trade Commission and the Federal Communications Commission.

Mr. Shelanski is a Professor of Law at Georgetown University. He previously was counsel at Davis Polk from 2011 to 2012. He rejoins the firm from the White House Office of Management and Budget, where he held the position of Administrator of the Office of Information and Regulatory Affairs since 2013.

From 2012 to 2013, Mr. Shelanski served as Director of the FTC’s Bureau of Economics, where he supervised economic analysis and advised the Commission on economic policy matters. He also served for two years as Deputy Director, and was responsible for the Bureau’s antitrust portfolio, was part of the team that revised the Horizontal Merger Guidelines, and helped to manage a variety of major investigations.

Prior to joining the FTC and the Georgetown faculty, Mr. Shelanski was a Professor of Law at the University of California, Berkeley. He co-directed the Berkeley Center for Law and Technology from 2000 to 2008. From 1999 to 2000, he served as Chief Economist of the FCC, and from 1998 to 1999, he was a Senior Economist to the President’s Council of Economic Advisers at the White House. Earlier in his career, Mr. Shelanski was in private practice in Washington DC.

After earning his J.D. from the University of California, Berkeley School of Law, he clerked for Justice Antonin Scalia, U.S. Supreme Court; Judge Louis H. Pollak, U.S. District Court for the Eastern District of Pennsylvania; and Judge Stephen F. Williams, U.S. Court of Appeals for the District of Columbia Circuit. Mr. Shelanski also has a Ph.D. in economics from the University of California, Berkeley. He earned his B.A. from Haverford College.
