Dr. Mortimer’s work has focused on health economics, applied microeconomics and industrial organization, and econometrics. He has led many engagements involving sophisticated analyses of large data sets to assess class certification, market definition, liability, and damages.

Dr. Mortimer has provided economic analyses, expert testimony, and support to other experts in numerous matters on behalf of clients in the life sciences and other industries. His work has focused on antitrust litigation related to generic entry and drug pricing, as well as litigation and government investigations related to marketing and to physician and provider payments in the pharmaceutical and medical device industries. He has evaluated economic issues in off-label drug use or medical device and drug adoption and provided expert testimony, as well as presented analyses to U.S. Attorney’s Office investigators, on liability and economic damages related to allegations of improper promotion, kickback, and pricing issues.
Outside of litigation, Dr. Mortimer has developed pricing analyses for pharmaceutical clients and collaborated with academics in authoring several public policy studies related to pharmaceutical and general health care legislation. These have been published in leading peer-reviewed health economics and industrial organization journals, such as Health Affairs, Nature Reviews Drug Discovery, the Journal of Medical Economics, and The Journal of Industrial Economics.
Prior to joining Analysis Group, Dr. Mortimer held research and lecturing positions within the University of California public university system and worked as an economic consultant for Ernst & Young, LLP. He received his Ph.D. in economics from the University of California, Berkeley, and a B.A. in economics from Johns Hopkins University.
