HOUSTON--(BUSINESS WIRE)--On Jan. 1, Norton Rose Fulbright promoted 14 lawyers to partner in the United States. The new partners are: Shea Haass and Spencer Persson, commercial litigation; Jay Stiffler, energy transactions; Carter Dugan, energy and infrastructure disputes/financial institutions and insurance; Greg Moore and Ronald Smith, financial institutions and insurance; Jason Boland, financial restructuring and insolvency; Nathan Rees, intellectual property transactions and patent prosecution; Jessica Farley, mass tort and product liability; Ann La Morena Rohlin and Russell Trice, public finance; Alexander Clark and Peter Smith, tax; and Alyssa Vazquez, transportation finance.

Commercial litigation
Shea Haass centers his practice on commercial litigation and international arbitration matters. He represents clients in a wide range of industries, including healthcare, energy, financial institutions, insurance, manufacturing, construction and telecommunications. Practicing in Norton Rose Fulbright’s Dallas office, Mr. Haass previously worked in the firm’s Dubai and Riyadh offices before returning to Texas in 2011. He earned his JD from the Texas Tech University School of Law and his BBA and MS from Texas A&M University.
Spencer Persson focuses on commercial and class action litigation matters, representing clients in financial services, insurance, technology, manufacturing, and retail sectors. Based in Norton Rose Fulbright’s Los Angeles office, Mr. Persson has served as lead counsel in the defense of financial services firms and has represented corporations in actions alleging unfair business practices. He received his JD from the University of Southern California Gould School of Law and his BA from Claremont McKenna College.
Energy transactions
Jay Stiffler concentrates his practice on oil and gas transactions and project development matters. He represents clients in the acquisition, disposition and development of oil and gas properties. Practicing out of Norton Rose Fulbright’s Houston office, Mr. Stiffler also represents developers, purchasers, sellers and other project participants in domestic and international energy projects, including within the LNG sector. He earned his BA from the University of Chicago and his JD from the Case Western Reserve School of Law.
Energy and infrastructure disputes/financial institutions and insurance
Carter Dugan advises clients on a wide range of complex business litigation matters, professional liability allegations, insurance disputes and alternative dispute resolution procedures relating to those litigation matters. She has particular in-depth experience in construction and construction defect litigation involving the energy industry. Based in Houston, Ms. Dugan received her JD from the New York University School of Law and her BA from Vanderbilt University.
Financial institutions and insurance
Greg Moore focuses his practice on dispute resolution and litigation, with a particular focus on insurance and professional services litigation. He has represented both plaintiffs and defendants in complex commercial litigation cases in state and federal court. Mr. Moore works in Norton Rose Fulbright’s Houston office and has represented large oilfield services companies in arbitration claims and class-action lawsuits in federal court under the Fair Labor Standards Act (FLSA). He earned his JD from Georgetown Law and his BA from Duke University.
Ronald Smith centers his practice on a wide range of financial services and securities litigation, regulatory, investigation and enforcement matters. Practicing in Dallas, he focuses on the financial services industry and has represented a diverse group of corporate clients in other industries, including real estate, energy, consumer services, technology and government. Mr. Smith, who represents parties in commercial matters in state and federal court, received his JD from The University of Texas School of Law and his BA in economics from Swarthmore College.
Financial restructuring and insolvency
Jason Boland concentrates his practice on complex business restructuring and insolvency matters and commercial disputes. Based in Houston, Mr. Boland has a national practice and has represented debtors, lenders, litigation trustees, indenture trustees, committees and secured and unsecured creditors in both transactional and litigation-related engagements. He earned his JD from the Texas Tech University School of Law and his BA from The University of Texas at Austin.
Intellectual property transactions and patent prosecution
Nathan Rees handles intellectual property matters relating to patents, including patent prosecution and licensing/transactional issues. Practicing in Dallas, he has experience in obtaining, enforcing and defending patents in the areas of telecommunications, electronics, computer hardware and software, biomedical devices, computer networking and a variety of mechanical arts. Mr. Rees received his JD degree from the Franklin Pierce Law Center and his BS and ME degrees from the University of Utah.
Mass torts and product liability
Jessica Farley focuses on complex litigation matters in state and federal courts arising from catastrophic events or alleging mass tort or product liability claims. She led a defense team representing an energy company in personal injury litigation arising from a plant explosion. Ms. Farley defends oil and gas companies in multi-district litigation, alleging groundwater contamination from storage tank leaks. Based in Houston, she earned her JD from The University of Houston School of Law and a BA from The University of Texas at Austin.
Public finance
Ann La Morena Rohlin centers her practice on public finance matters. Her clients include community colleges, school districts, hospital districts, cities, counties and investment banking firms. Working in Norton Rose Fulbright’s Los Angeles office, she handles both short-term and long-term financings, certificates of participation, lease revenue bonds, and general obligation bond elections and financings. Ms. Rohlin received her JD from the University of California Hastings College of the Law and her BA from the University of California, Los Angeles (UCLA).
Russell Trice concentrates his practice on public finance, infrastructure and alternative energy matters. Practicing in Los Angeles, he serves as bond counsel, disclosure counsel, underwriter’s counsel, borrower’s counsel and bank counsel in connection with the issuance of many types of municipal, non-profit and private activity bonds. He earned his JD from the Southwestern University School of Law, his MA from George Washington University and his BA from the University of Colorado. Mr. Trice is a Lifetime Fellow of the American Bar Foundation.
Tax
Alexander Clark centers his practice on executive compensation and employee benefits matters. He advises clients on the tax, ERISA and securities law implications of a broad range of compensation and benefit programs, including executive employment and severance agreements, equity-based compensation, nonqualified deferred compensation, pension and welfare benefit plans. Prior to joining Norton Rose Fulbright’s Dallas office, Mr. Clark received both his JD and AB from the University of California, Berkeley.
Peter Smith focuses his practice on the tax aspects of public finance transactions, serving as tax counsel on a broad range of financings including tax-exempt bonds issued by large cities, counties, state agencies, universities, school districts and healthcare systems. He also has significant experience with exempt organizations, healthcare transactions and international tax matters. Mr. Smith, who works in Norton Rose Fulbright’s Austin office, earned his LLM and JD from New York University School of Law and his BS from Duke University.
Transportation finance
Alyssa Vazquez concentrates her practice on transportation finance, aviation, project finance, infrastructure and bankruptcy matters. She has negotiated and drafted leases (leveraged and operating) on behalf of lessors and lessees and has documented and closed domestic and international asset-based financings. Based in Norton Rose Fulbright’s New York office, Ms. Vazquez received her JD from the Fordham University School of Law and her BA from Pennsylvania State University.
