Hart will focus on land use, entitlement, development and permitting issues for Richland projects in California, Nevada and Florida.
Hart joins Richland after working for the past nine years as senior counsel focused on land use and development issues at Abbott & Kindermann LLP in Sacramento. She previously was an associate land use attorney at Trainor Robertson in Sacramento and Reed Smith in Oakland, and the contract deputy city attorney for the City of Pittsburg, Calif.
Hart served from 2005 to 2012 on the Central Valley Regional Water Quality Control Board, which she chaired in 2011 and 2012. She has been a member of the Sacramento Valley Conservancy board of trustees since 2005, and is a past president of the organization.
Hart holds a bachelor’s degree in Political Science from Santa Clara University and a juris doctor degree from McGeorge School of Law, University of the Pacific.
