Bruce Harley of Conservation Services Group Appointed to California Technical Forum

Harley will peer-review innovative energy efficiency savings estimates and measurement parameters

WESTBOROUGH, Mass.--()--Conservation Services Group, Inc. (CSG), the U.S. leader in residential energy efficiency, today announced that the new California Technical Forum (Cal TF) has named Bruce Harley to its inaugural committee of technical experts. Cal TF comprises 29 independent experts who will oversee a transparent and rigorous process to develop and review new measures, methodologies, energy-savings estimates and other technical parameters governing California’s energy efficiency programs. Harley has been appointed to an initial one-year term.

Harley, who serves as national technical director at CSG, joins a diverse group of academics, researchers, utility staff and consultants selected to ensure a balance of technical expertise, sector experience, technology focus, and policy and institutional background. Harley is a nationally renowned expert in energy efficiency who has provided technical oversight of programs across the U.S. He is also author of two highly rated books on energy efficiency for homeowners: Insulate and Weatherize for Energy Efficiency at Home, now in its second edition, and Cut Your Energy Bills Now: 150 Smart Ways to Save Money & Make Your Home More Comfortable & Green.

“The 29 newly appointed Technical Forum members bring to California over 400 years of combined energy efficiency experience and enthusiasm for improving the process by which savings estimates are developed,” said Alejandra Mejia, Senior Policy Analyst from the Cal TF. “Bruce has already proven himself to be a valuable member of the panel and we look forward to seeing how he continues to help the group provide insightful and thorough review of California’s savings estimates.”

“The Cal TF initiative is designed to take energy efficiency programs to a new level of performance in California, and I’m honored to be a part of this groundbreaking effort,” said Harley. “As a stakeholder in both the California and national energy efficiency communities, CSG is eager to play a part in ensuring that utilities in this state – and the consumers they serve – have the best programs possible. We hope that this model inspires other states or regions to develop similar mechanisms for program review.
