In 2012, housing construction output declined by 5.2% at constant 2005 prices. This decline is largely attributable to depressed economic conditions throughout 2012, alongside falling capital expenditure among public-sector bodies, which occurred as part of widespread austerity measures.
Housebuilding activities are generally divided into two main segments: new build; and repair, maintenance and improvement (RM&I). In turn, these can be divided between public- and private-sector work. The private sector accounts for the majority of output in the housing market at 70.8% of the total in 2012 while the new housing segment remained slightly more significant than RM&I work, at 51.5% of total output.
In an effort to improve activity in the housing and housebuilding industry and stimulate general economic growth the UK Government announced a range of initiatives in the 2013 Budget, including the two-part Help to Buy scheme and increased funding for the pre-existing Right to Buy, Build to Rent and Affordable Homes Guarantees Programme.
Despite these measures, with falling capital expenditure in the public sector as part of the effort to reduced net public debt alongside continued economic uncertainty, both private and public housing construction output is expected to remain constrained in 2013. From 2014, however, as the new housing policies take effect, increasingly significant growth is forecast across both the public and private sectors.
