Jill Tummler Singer Joins Deep Water Point as Partner

Former National Reconnaissance Office CIO appointed to drive growth for clients pursuing federal business

MCLEAN, Va.--()--Deep Water Point, a business navigator for federal contractors, today announced the addition of Jill Tummler Singer as partner. Ms. Singer brings 27 years of government service and industry experience in the areas of transformation, strategy, leadership, and technology. Ms. Singer will draw from her time in the public and private sectors to increase the probability of success for Deep Water Point clients pursuing federal based contracts with the intelligence community.

Prior to joining Deep Water Point, Ms. Singer served as chief information officer (CIO) for the National Reconnaissance Office (NRO), one of the 16 U.S. intelligence agencies and part of the National Intelligence Program. At the NRO, Ms. Singer was responsible for planning, directing and overseeing the agency’s strategy for information technology management, information assurance, and information management. Before the NRO, Ms. Singer served as deputy CIO for the Central Intelligence Agency (CIA).

Ms. Singer has held several senior leadership positions in the federal government throughout her career. She served as the director of the Diplomatic Telecommunications Service within the U.S. Department of State, and as chief of systems engineering, architecture, and planning for the CIA’s global infrastructure organization. She has also held industry positions with Science Applications International Corporation, Inc. (SAIC), GE Aerospace, and IBM.

Ms. Singer earned a bachelor’s and master’s degree from the University of West Florida and has completed several leadership programs, including the Federal Executive Leadership Program and the Executive Leaders Program at the University of Virginia. She currently serves as an executive-on-ground for the University of Virginia’s McIntire School of Commerce and is co-chair of the AFCEA International Cyber Committee.
