Fresno is unlike most of the larger metropolitan areas in California. Kaiser Permanente, which is dominant in many areas of the state, has less influence here and the market has less hospital-physician consolidation than in most areas. Fresno was the first county to turn down federal funds that would expand insurance and offer primary care to uninsured adults despite the fact that it has one of the highest uninsured rates.
The Low-Income Health Program, part of California's Bridge to Reform waiver, would have provided primary care to more than 7,000 low-income residents. Talks between the county and the market's largest health system continue, so an agreement that would establish the LIHP program in the region could be on the horizon.
