PARIS--()--Mobility of labour in Europe: What’s new?
“Whether they are working in their home country or abroad, they are considered to be ‘residents’”
The emergence of an international mobility culture among young graduates is good news for the HR departments of major groups deploying talents worldwide. However, experts and practitioners stress the need for corporations to harmonize European mobility policies with their managerial style, as it is the organization’s values that are shared via its expatriate employees.
Developing the mobility culture from youngsters to elders
No more than 0,5% of working-age Europeans move to a different country in any given year. However, as Hubert Krieger, Research Manager at the European Foundation, notes the emergence of a mobility culture among young people thanks to foreign study programmes such as Erasmus, he suggests to “draw inspiration and to make schemes of this type available thoughout our working lives.”
The top manager’s journey of initiation
Working abroad is a vital stage in any future’s manager’s career, but it is not enough in itself. “HRMs need to view labour mobility from the geographical, functional and divisional point of view” says Franck Bournois, Professor at the Panthéon-Assas Paris II University. Geographical mobility is a given, but future managers must also cross other boundaries (between sales and marketing, accounting and finance) in order to hone their general management skills. Last, if they are to take the group strategic vision forward one day, they need to be able to move from one business area to another.
Labour Mobility: Mobile... even in their own country !
At oil sites throughout the world, Schlumberger is banking on the “world class” of its engineers and has introduced for them a special ‘international mobile’ status, allowing Schlumberger to do away with the notion of expatriation as mobility becomes second nature to its engineers. “Whether they are working in their home country or abroad, they are considered to be ‘residents’” says Fabrice Bouchaud, Schlumberg group’s HR Director Practice and Transactions.
