SANTA CRUZ, Calif. & HANGZHOU, China--(BUSINESS WIRE)--The Holley Group, headquartered in Hangzhou, China, one of China's and the world's largest manufacturers of Electric Utility Metering Systems for China and International Utilities - in collaboration with Glen Canyon Partners LLC, Santa Cruz California consortium of international technology and manufacturing companies, today announced their formation of a Joint Venture with corporate headquarters in Hangzhou China and Santa Cruz, California for the development and advanced manufacture of a new generation of electric utility measurement systems for both International and ANSI measurement and communication of energy usage information.
China, India, the European Union, United States and other countries have announced "stimulus" funding to renovate the countries' energy infrastructure. The US has allocated more than 4.6 Billion USD for advanced energy meters. China has allocated nearly 20 times this investment for Electric Grid and metering applications. Russia and most countries in the European Union have committed the investment of significant resources to energy system renovation.
The parties to this new Joint Venture allocate and invest resources: financial, technology, plant, personnel to the effort to create, over the next two years, the world's leading manufacturing technology for both China, IEC (Europe, world) and ANSI (US) electric meters and communications.
This new strategy of manufacture of these vital energy system components features centralized administration of world-diverse engineering. A Manufacturing "Center of Excellence" for the related sub-assemblies will be formed in Hangzhou China, South of Shanghai China. This operation will feed multiple world assembly plants providing local content and "localization" to meet requirements of the home country and its certification and regulatory requirements. Glen Canyon will operate one such plant in California; negotiations are underway for US excess property in an abandoned Air Force base South of San Francisco.
The capacity of the proposed plants is 25 million units per year of new, ultra-cost effective energy measurement and communications devices to be developed by personnel based in both countries. It is believed that the new technology and robotic assembly processes will provide leading world cost for these metering systems. Featuring embedded local- and wide-area networking, the meters are able to communicate energy usage to the utilities and provide local control of thermostat and other energy management devices.
The founding directors of the Joint Venture include Holley's Chairman Mr. Wang Licheng and Glen Canyon's Chairman Dr. John Heibel.
First product introductions include electrical "Sub-meters" - compact, low cost measurement devices for apartments, appliances, individual functional processes (which allow finer knowledge and control of energy usage), US Department of Energy-compliant ANSI (round) energy meters for use in multi-tariff communicating energy measurement and control in the United States, and a new generation of measurement subsystem for international single phase metrology (IEC meters) in world-wide applications.
